The program is being implemented by the National Database and Registration Authority (NADRA) of Pakistan.
Under the Ehsaas Kafalat Program, eligible households are provided with a stipend of Rs. 12,000 to help them meet their basic needs. The program uses a poverty targeting mechanism based on the poverty scorecard developed by the Benazir Income Support Program (BISP).
To be eligible for the Ehsaas Kafalat Program, households must meet certain criteria related to income, assets, and household composition. The program targets households that do not have any regular income, do not own any productive assets, and have at least one female member.
The program is being implemented in collaboration with various government agencies, including the Ministry of Finance, the Ministry of Poverty Alleviation and Social Safety, and the State Bank of Pakistan. Who is Eligible for the Kafalat Program?
The Ehsaas Kafalat program is targeted at families who are living below the poverty line and cannot afford to meet their basic needs. To be eligible for the program, families must have a valid CNIC (computerized national identity card) and be registered with the National Database and Registration Authority (NADRA). Families must also provide proof of their current monthly income and expenditures. Based on this information, families are classified into one of four categories: poor, very poor, extremely poor, or destitute. Families who are classified as destitute are eligible for the highest level of support, which includes a cash grant of Rs 12,000 per month.
